The Chester County Treasurer collects real estate taxes for the County and also for one in three municipalities in the County, thus maintaining accurate resident information with human customer service at a cost of only $1.65 per tax bill and saving those communities from having to pay a tax collector or private tax collection company. In addition, the Treasurer issues licenses for dogs, hunting and fishing, collects hotel tax, and maintains mortgage files. The financial status of the County—honoring its responsibility to draw on all sources of income in order to minimize taxes and pay its bills in timely fashion—depends on the Treasurer.

Dr. Patricia Maisano was first elected County Treasurer in 2017. She has dedicated the last 4 years to rebuilding a functional and effective Treasurer’s office after more than 8 years of neglect and to modernizing the office into the 21st century through the introduction of technology. Dr. Maisano has brought her successful national business experience into the Treasurer’s office, operating it as a private business entity, and aiming for positive outcomes without any increases in budget over her entire tenure.

Here are some of her most important accomplishments and innovations in the office, resulting in greater efficiency and better recovery of payments due to the County:

  • Recreated the office physically and procedurally after the absence of a Treasurer for more than 8 years.

  • Brought continuity and improved the quality of the staff from a period of losing 22 employees in 8 years to stability over her term.

  • Initiated procedures and implemented technology such as scanning the records of the office, saving office space and raw materials, and protecting the private information of county residents.

  • Reopened the Hotel/ B&B on-site tax audits which stopped for the 8 years before her term. In the small amount that this could be done before COVID, these on-site audits revealed lost revenue just for part of the 2019 year in the amount of roughly $500,000. 

  • Sent a letter informing all known hotels and B&Bs that post-COVID we will be auditing years 2017, 2018 and 2019 in full, retaining the taxes realized from year 2017 and looking past 2020 as their businesses were seriously impacted.

  • Registered Chester County with such groups as Airbnb, VRBO, Priceline and others to obtain the taxes they have collected through their business. Other counties in PA have done this, but we had never done it.

  • Improved our website to make it more user friendly by providing more forms for faster submission and clearer explanations, and offering the information in both English and Spanish.

  • Currently investing electronic options for remote services should we continue in pandemic or have any other like crisis in the future.
