Juneteenth recognizes the June 19, 1865, arrival of Union General Gordon Granger in Galveston TX with his General Order No. 3 proclaiming that slavery could no longer be practiced--news that had carefully withheld from the local enslaved population even though the Civil War had ended 2 months earlier,.

(President Lincoln's Emancipation Proclamation, freeing slaves in areas in rebellion against the US government, came into force on January 1, 1863, but could be enforced only as the Union gained military control in the states of the Confederacy; the 13th Amendment abolishing slavery in the U.S., passed by Congress in January, 1865, was ratified by enough states to take effect in all states, not just the states in rebellion, in December, 1865.)

Juneteenth has come to commemorate the end of slavery generally. In 2019 PA Gov. Tom Wolf signed legislation making June 19 every year a holiday for state offices, under the name Juneteenth National Freedom Day. Philadelphia has become a center of celebration and Mayor Kenney has made Juneteenth an official city holiday, with city offices and facilities closed. Juneteenth is an official holiday in Chester County, as of 2020.
